SKILLS REQUIRED:

Ability to understand and independently evaluate management and technology issues associated with the operation, maintenance, repair and preservation of the physical assets of a condominium in the District of Columbia

Ability to effectively execute, monitor, and report on policies and procedures established by the Board, and to effectively carry out directions from the Board in an efficient and timely manner.

Ability to provide project oversight and/or to provide for this function through staff personnel, independent contractors, or expert consultants where applicable.

Understanding of the Budgeting and Financial Management processes for the planning, control, and measurement of a $1.9+ million per year operation, with a strong emphasis on income and expense management.

EDUCATIONAL & PROFESSIONAL REQUIREMENTS: At least five (5) years at the General Manager level for residential condominiums or commensurate experience.  CMCA designation required, AMS and PCAM designations preferred.

POSITION DUTIES: The Manager shall at all times conduct himself/herself and his/her activities as manager in full compliance with all applicable laws, ordinances, statutes and regulations, and in full compliance with the Condominium’s Declaration and Bylaws.

Unless otherwise directed by the Board, the Manager will interview, hire, evaluate, supervise and, when appropriate, terminate Association employees.  This includes but may not be limited to Front Desk staff; Maintenance/Engineering staff; and administrative personnel for functions including bookkeeping and Unit Owner and resident relations.

The Manager will communicate Board Policy and Association procedures to Association staff and will lead, guide, direct and oversee their performance in every aspect to ensure effective and efficient operation, and adequate controls and accountability for the benefit of the Association, consisting of but not limited to:

GENERAL DUTIES: Operation, emergency, safety, and security procedures; Enforcement of the Condominium Instruments and Rules; Maintenance of effective communication and good relationships with all Association stakeholders, including Unit Owners, residents, financial management firs, expert consultants, and independent contractors.

BUILDING SYSTEMS & AESTHETICS: Physical plant and grounds maintenance for property preservations and enhancement, on both aesthetic and functional criteria, as appropriate; Contract procurement and monitoring from RFP stage through scheduling and implementation; Procurement and maintenance of equipment and supplies, including taking a periodic (not less than annual) equipment and supplies inventory; Identification and planning of long-term repair and replacement requirements and programs.

FINANCIAL DUTIES: Implementation of financial accounting and budgeting internal controls; Regular accurate and timely reporting of the Association’s financial position to the Board of Directors.

PERSONNEL DUTIES: Maintenance of adequate, qualified and effective personnel; Management, supervision, and development of staff, including timely and effective evaluation, positive and/or corrective feedback, and disciplinary action when necessary; Development and maintenance of personnel policies, procedures, and manuals, and revision thereof, when necessary, subject to Board approval.

COMMUNITY RELATIONS: Direction and effective management of resident services; Public relations: Effectuve and timely communication through appropriate multiple channels, including electronic communication, to all Association stakeholders.
